The European Chips Design Platform (EuroCDP) takes a major step forward in strengthening Europe’s semiconductor design capabilities as Siemens Digital Industries Software becomes the first electronic design automation (EDA) provider to sign a strategic framework agreement with the Chips Joint Undertaking (Chips JU), enabling the availability of Siemens’ EDA tools through EuroCDP.

This collaboration marks a concrete milestone in EuroCDP’s mission to lower technical and economic barriers to chip design in Europe. By establishing pre-defined access conditions to Siemens’ industry‑leading EDA software, the agreement significantly eases access to advanced design tools for fabless companies – particularly SMEs and startups – across Europe.

Through the framework agreement, companies eligible for EuroCDP services can access Siemens’ proven EDA portfolio without lengthy procurement negotiations. This enables participants to accelerate innovation cycles, reduce development costs, and focus their resources on design and differentiation rather than tooling complexity. In addition, access to advanced digital twin capabilities and AI‑driven design tools supports more efficient, scalable and future‑ready semiconductor development.

“By collaborating closely with Siemens, EuroCDP is helping to create a more accessible and competitive environment for chip design in Europe,” said Romano Hoofman, EuroCDP Coordinator. “Lowering the barriers to world‑class design tools is essential for unlocking the full innovation potential of European fabless startups and SMEs and for strengthening Europe’s position in the global semiconductor ecosystem.”

As the first EDA provider to sign a framework agreement with EuroCDP, Siemens plays a key role in establishing a standardized, industry‑grade tooling foundation for EuroCDP participants. The agreement sets a reference model for future collaborations with technology, IP and tool providers supporting Europe’s chip design ecosystem.

EuroCDP is a central initiative under the European Chips Act. Its purpose is to reduce technical and economic barriers to chip design, especially for fabless SMEs and startups, and to enable broader participation in Europe’s semiconductor innovation landscape. EuroCDP is managed by a consortium of 12 leading institutions across Europe and is funded by the European Chips Joint Undertaking (Chips JU).

European fabless companies, startups, SMEs and research organisations developing semiconductor solutions are invited to explore participation in EuroCDP.

By joining EuroCDP, eligible organisations can benefit from streamlined access to leading EDA tools, IP, tailored training, ecosystem support and a European framework designed to accelerate chip design from concept to silicon.
